Das Rathaus von Pula wurde im 13. Jahrhundert auf den Überresten eines der drei römischen Tempel auf dem Forum errichtet. Teile des Tempels sind noch heute an der Rückseite des Gebäudes zu sehen. Im Laufe der Jahrhunderte wurde das Gebäude mehrfach renoviert und umgebaut, so dass sich heute neben antiken Teilen auch Elemente der Romanik, Gotik, Renaissance und des Barocks in ihm wiederfinden.
